Restricted from commenting. Any help?

hi, my account was restricted from commenting or viewing any post in any section (almost leaving the account useless).
It was costed by the betting with insufficient point (cause part of the total was stored in the "bank"). I covered the debts and has over 200 left.
So I'm wondering when can my account be set back to normal(what are the requirements?).
I'm willing to pay 200 point more for that viewing privilege back.
